The sub-decree that opens the door for professionals to enter the civil service has been officially issued. So professionals can review their qualifications and prepare to join the national service if they wish, but the first step may involve professionals in education and health first.

This claim is based on a sub-decree signed by Samdech Thib Dei Hun Sen, Prime Minister of Cambodia, on May 21, 2025. The sub-decree is a legal document that will allow state institutions to select officials according to employment agreements.

According to the sub-decree on selection And the management of officials based on employment agreements is emphasized for public educational institutions and local health units.
According to the content specified in the sub-decree, it is stated that public educational institutions that need officials based on employment agreements include those serving in kindergartens, primary schools, junior high schools, and high schools.

In particular, for local health units, it includes experts who will be required to serve in health posts, health centers, and referral hospitals in the country, which currently lack medical experts.

The selection and management of officials based on employment agreements in ministries and other institutions shall be implemented based on the decision of the Royal Government at the request of the Ministry of Public Service and the Ministry of Economy and Finance.

The sub-decree, which contains 12 pages, 7 chapters, 47 articles, specifies the mechanisms for supporting the implementation and monitoring, supervision and evaluation, management of officials, conditions for selecting officials, positions of officials, and general regulations.

The sub-decree only states that it shall be determined by sub-decree at the request of the Ministry of Public Service and the Ministry of Economy and Finance, in consultation with the relevant ministries.
